This section was intriguing to read because it seemed to be a draft rule. The writing indicated that this bill was being debated, but it is yet to be written. I recognize that this rule exists and that certain situations would be in confusion if it did not; however, I agree that the way it is stated should be more like an order than a recommendation. The majority of legislation is based on this and is solely designed to keep Americans healthy. As they explain in the reading, any of these allegations may be exaggerated. They were considering enacting a bill that would make it illegal to brush up on a statue of a significant figure, and anyone who did so unwittingly would face prison time. This sounds excessive to me, but it is a statue, and even though it were an actual human, it might be deemed offensive though not illegal.

While this example was never written and is no longer a statute, many other rules seem to be very harsh. Many laws are still out of date and still do not function properly in today's culture.
